为进一步便利外籍商务东谈主士来北京开展商务手脚，拟对外籍商务东谈主士提供专项签证和通关便利手脚，具体如下。

一、做事对象

本文书所称的外籍商务东谈主士是指在北京注册企业邀请的，需往来往北京从事生意贸易手脚并发达积极作用的外籍商务东谈主士，过火浑家和子女。

二、做事现实

北京市政府外事办公室为合乎要求的外籍商务东谈主士签发5年屡次、停留期为180日的专项邀请函。中国驻外签证机关把柄专项邀请函审发5年屡次、停留期为180日的M字或相应类别签证；请求东谈主可免予网罗指纹并可委用他东谈主理理签证且只收取一年屡次签证用度。北京边检总站为合乎要求的外籍商务东谈主士提供边检通关便利。

三、申办经由

（一）合乎要求的在北京注册的企业（以下简称邀请主体）在北京市政府外事办公室官网（wb.beijing.gov.cn）进行注册，并向邀请主体注册地方位区外事部门惨酷请求。

（二）北京市各区及经开区外事部门对惨酷请求的邀请主体联系天禀和外籍商务东谈主士联系情况进行审核，通过审核后报北京市政府外事办公室。

（三）北京市政府外事办公室为通过审批的外籍商务东谈主士签发专项邀请函。

（四）邀请主体在北京市政府外事办公室官网下载专项邀请函，并推送给外籍商务东谈主士。

（五）外籍商务东谈主士需在3个月内抓专项邀请函向中国驻外签证机关申办签证。

（六）通过北京港口收支境的外籍商务东谈主士来京前5个当然日通过邀请主体实时通报北京边检总站，北京边检总站为外籍商务东谈主士提供边检通关便利。

四、其他事项

（一）取得专项签证和通关便利的外籍商务东谈主士，来华后如有罪犯行恶情形的，将照章依规惩办。

（二）办理专项邀请函，不收取任何用度。

Whoareeligibleforthisprogram

Thisprogramappliestoeligibleforeignbusinessvisitors.InthisNotice,theyrefertobusinesspersonnelinvitedbyBeijing-registeredenterprises,whoneedtofrequentlytraveltoBeijingtoactivelyengageincommercialandtradeactivities.Eligibleapplicantsmayalsoincludetheirspouseandchildren.

Whatdoesthisprogramoffer

TheForeignAffairsOfficeofthePeople’sGovernmentofBeijingMunicipality(hereafterreferredtoasthe“BeijingMunicipalForeignAffairsOffice”)offersaspecialinvitationletterforeligibleforeignbusinessvisitors,allowingthemtoapplyforafive-yearmultiple-entryMvisawitha180-daystaypertrip.Withthisinvitation,Chinesevisa-issuingauthoritiesabroadmaygrantthecorrespondingMvisa(oranequivalentvisatype).Applicantsareexemptfromfingerprintcollectionandmayentrustotherstoapplyontheirbehalf.Onlythefeeforaone-yearmultiple-entryvisawillbecharged.TheBeijingGeneralStationofExitandEntryFrontierInspectionwillprovideimmigrationinspectionfacilitationfortheeligibleforeignbusinessvisitors.

Howtoapply

1.QualifiedBeijing-registeredenterprises(hereinafterreferredtoasthe“invitingorganization”)mustsignupontheofficialwebsiteoftheBeijingMunicipalForeignAffairsOffice(wb.beijing.gov.cn)andsubmittheirapplicationtotheForeignAffairsOfficeinthedistrictoftheirbusinessregistration.

2.TheForeignAffairsOfficeofeachdistrict,alongwiththeforeignaffairsdepartmentoftheBeijingEconomic-TechnologicalDevelopmentArea(BDA),areresponsibleforreviewingtheinvitingorganizations’qualificationsandtheeligibilityoftheforeignbusinessvisitorsasapplicants.Onceapproved,theapplicationshallbeforwardedtotheBeijingMunicipalForeignAffairsOffice.

3.TheBeijingMunicipalForeignAffairsOfficewillsubsequentlyissueaSpecialVisaInvitationLetterfortheapprovedforeignbusinessvisitors.

4.TheinvitingorganizationshalldownloadtheSpecialVisaInvitationLetterfromtheofficialwebsiteoftheBeijingMunicipalForeignAffairsOfficeandsendittotheforeignbusinessvisitors.

5.TheforeignbusinessvisitorsshallusetheSpecialVisaInvitationLettertoapplyforavisaattherelevantChinesevisa-issuingauthoritiesabroadwithinthreemonths.

6.Theinvitingorganizationmust,atleastfivecalendardayspriortothevisitors’arrival,notifytheBeijingGeneralStationofExitandEntryFrontierInspection,whichwillthenarrangeimmigrationinspectionfacilitationforthevisitorsupontheirentrythroughBeijingports.
